The EU (Member States and the European Commission) is a major donor of development aid, providing more than 50 per cent of all development aid worldwide1. While developing countries are responsible for identifying and responding to environmental issues affecting them, EU development policy can support such efforts, and the provision of appropriate development aid and improving the level of coherence between different EU external policies can provide a valuable contribution in this area.
