The General Regulation (EC) No 1083/2006 defines the principles, rules and standards for the European Regional Development Fund (ERDF) and the European Social Fund (ESF) as well as the Cohesion Fund for the programming period 2007–2013. The principal purpose of the Structural Funds (ERDF and ESF) is to promote the economic and social development of disadvantaged regions, sectors and social groups within the EU and to ‘contribute to the harmonious, balanced and sustainable development of economic activities, the development of employment and human resources, the protection and improvement of the environment, and the elimination of inequalities, and the promotion of equality between men and women’. The Cohesion Fund is intended to strengthen economic and social cohesion within the Community through the provision of EU finance to programmes and projects in the poorest Member States, specifically in the fields of environmental protection and transport infrastructure.
