The Directive sets controls over the marketing and use of biocides to manage the associated risks to the environment and to human and animal health. Directive 91/414/EEC on placing plant protection products on the market established a common European system for the authorization and placing on the market of plant protection products. The Directive 98/8/EC establishes a similar common framework of rules relating to the authorization and placing on the market of biocidal products. The framework will replace existing rules and procedures in the Member States, removing potential barriers to trade in biocides and in products treated with them.
