Directive 2003/87/EC establishes a scheme for trading greenhouse gas (GHG) emissions to help meet the Community's commitments under the Kyoto Protocol to reduce its GHG emissions by 8 per cent from 1990 levels by 2008–2012, in an efficient manner. Subsequent legislative acts support the practical application of the scheme in different ways as outlined in detail below.
